As far as I know most of the drivers are generally satisfied by the current voice control function and I guess there are improvements too in these regard as they could upgrade their hardware features.
Voice control might, but if you recieved a text or got in an accident and they found your phone was on you coud have problems even if you were not talking on the phone
I think that voice control is a way that most drivers will be able to get around the laws even if they shouldn't! I am sure that there will be many people using this feature, and although it may help with road safety it is certainly not enough
In thinking about this some more, laws are still varied from state to state. Where 'hands free' is all that is required, voice activation goes a long way. I'm thinking some states may enhance their laws to simply outlaw cell phones, period.
