Your bills should stay the same, you may have a hardware charge to upgrade to the new iPhone 3GS but the bills should stay the same, now that being said you may be using the Internet and heavy data apps more because of the increased performance which may in fact increase your monthly spend.
I think Mark's answer is right on. Your monthly cost should be compatible with what is now, unless you are switching something we don't know about. It might depend on what kind of contract you have.
