How to change from AT & T to a new carrier

I got my new iPhone 3GS 8 GB form a friend in California which is configured only to be used with AT & T. I am in an other country (Papua New Guinea). Could somebody out there tell me how I could configure the phone so that I can be able to use the phone with any network carrier in my country? Any suggestions or hints will be very much appreciated or email to bobby6855@yahoo.com Poor Taste?
