iTunes: I can't get iTunes to shuffle correctly

I select shuffle on the Albums and it selects about 4 to shuffle thru and play songs. If I select Songs, it might start out doing good...but then selects about 3-4 Albums to shuffle. I have 27 CD's loaded on my iPhone 3Gs...does anyone know what I am doing wrong. I have the two arrows on the oval in white and the arrows that intersect in blue. I am a new iPhone owner...3 weeks. Poor Taste?
