Can iPhone 3GS OS 3.1.3 be Unlocked & Jailbreaked?

I'm pretty sure this issue has been discussed here before but I'm a newbie so I hope you don't mind I'm asking. I just picked up two 3GS iPhones, OS 3.1.3 at the AT&T store. Both phones have been activated & currently in use. Is it safe to unlock & jailbreak the phones with version 3.1.3 at this time? Poor Taste?

i have 3gs new but i uprade and lockup now dont do notthing just turn on and off someone know please hepl me.i tell some more for all your know,befor my phone working good after i go to itune and lockup, my phone OS 3.1.3 band 5.12.01, i try jailbreak,but dont work,they come on (1604eror can your help is thankyou verymuch, i hopl your understand my, becous im not good inup for english that why. thanks one more time, have a good night
