Can iPhone 3GS OS 3.1.3 be Unlock & Jailbreakable?

I'm pretty sure this issue has been discussed here before but I'm a newbie so I hope you don't mind I'm asking.  I just picked up two 3GS iPhones, OS 3.1.3 at the AT&T store.  Both phones have been activated & currently in use.  Is it safe to unlock & jailbreak the phones with version 3.1.3 at this time?
